Three major groups can receive surplus property for free. The first is Public Agencies such as cities and towns, public libraries schools, and museums, volunteer fire departments, and more. The second group is non-profit institutions, such as health centers, colleges, hospitals, child care centers, and programs for the elderly. The final group is Small Businesses who are enrolled in the Small Business Administration’s 8A program. These businesses must be owned or controlled by one or more person who can provide evidence having been socially or economically deprived of the opportunity to develop and maintain a competitive position in the economy.
